The Consumer Advocate Division was established in 1981 under West Virginia Code § 24-2-1, and is an independent division of the Public Service Commission of West Virginia. The Consumer Advocate Division advocates primarily on behalf of residential customers, striving to obtain the lowest possible rates for gas, water, telephone, and electric services.
